IE Series Ministerial Communiqué for Efficient Motors

Purpose
ARTICLE 1 - (1) The purpose of this Communiqué is to determine the environmentally friendly design requirements regarding the marketing and commissioning of motors separately and as attached to other products, for the implementation of the Regulation on Environmentally Friendly Design of Energy-Related Products published in the Official Gazette dated 7/10/2010 and numbered 27722.
Scope
ARTICLE 2 - (1) This Communiqué covers motors defined in the € clause of Article 4.
(2) This Communiqué shall apply to the following provisions, provided that the information requirements specified in subparagraphs (3), (4), (5), (6) and (12) of Article 2 of Annex-I remain valid;
a) Motors designed to operate completely submerged in a liquid,
b) Motors that are fully integrated into a product such as a gear, pump, fan or compressor and whose energy performance cannot be tested independently of the product,
c) At altitudes above 1000 meters above sea level, in places where the ambient temperature is above 40oC, at a maximum operating temperature above 400oC, in places where the ambient temperature is below -15oC for any motor and below 0oC for an air-cooled motor, in places where the cooling water temperature entering the product is lower than 5oC and higher than 25oC, and in potentially explosive atmospheres as defined in the Regulation on Equipment and Protective Systems Used in Potentially Explosive Atmospheres (94/9/EC) published in the Official Gazette dated 30/12/2006 and numbered 26392,
ç) Brake motors,

Basis
ARTICLE 3 - (1) This Communiqué;
a) Based on the Regulation on Environmentally Friendly Design of Energy-Related Products,
b) In parallel with the European Union Regulation No. EC/640/2009 on Environmentally Friendly Design Requirements for Electric Motors,
was prepared.
Definitions
ARTICLE 4 - (1) The terms used in this Communiqué;
a) Ministry: Ministry of Science, Industry and Technology,
b) Variable speed drive: Electronic power converter that continuously adapts the electrical power applied to the motor to control the mechanical power output of the motor according to the torque-speed characteristics of the load,
c) Phase: Configuration type of the electrical network,
ç) Brake motor: Motor equipped with an electro-mechanical brake unit operating directly on the motor shaft without a coupling,
d) Pole: Total number of magnetic north and south poles produced by the magnetic rotating field of the motor, which determines the basic speed of the motor,
e) Motor: Single-speed, 3-phase, 50 Hz or 50/60 Hz squirrel cage induction motor with a rated voltage (UN) of 1000 V at most, a rated output power (PN) between 0.75 kW and 375 kW, designed for continuous operation,
f) Squirrel cage motor: A motor with no brushes, collectors, slip rings or electric motor without electrical connection,
g) Continuous operation: The ability of the electric motor to operate without interruption under nominal maximum temperature rise at nominal load with an integrated cooling system,
Environmentally friendly design requirements
ARTICLE 5 - (1) Environmentally friendly design requirements regarding motors are specified in Annex I of this Communiqué. As of the date of entry into force of this Communiqué, the efficiency of motors cannot be lower than the IE2 efficiency level defined in Article 1 of Annex I of this Communiqué.
(2) The requirements regarding the information on motors are specified in Annex I of this Communiqué. Compliance with environmentally friendly design requirements is measured and calculated according to the requirements in Annex II of this Communiqué.
Conformity Mark
ARTICLE 6 - (1) Products falling within the scope of this Communiqué must bear the CE mark indicating that they meet the requirements of this Communiqué, as specified in Article 7 of the Regulation on Environmentally Friendly Design of Energy-Related Products.
Conformity assessment process
ARTICLE 7 - (1) The conformity assessment process specified in Article 10 of the Regulation on Environmentally Sensitive Design of Energy-Related Products shall be carried out in accordance with the internal design control system described in Annex IV of the said Regulation or the management system described in Annex V of the same regulation.
Verification procedure for market surveillance and inspection purposes
ARTICLE 8 - (1) Surveillance and inspection shall be carried out in accordance with the verification procedure specified in Annex III of this Communiqué.
Transition to mandatory implementation
TEMPORARY ARTICLE 1 – (1) As of 1/1/2015, the efficiency of engines with a nominal output power between 7.5 kW and 375 kW shall not be lower than the IE3 efficiency level defined in Article 1 of Annex I of this Communiqué or shall meet the IE2 efficiency level defined in Article 1 of Annex I of this Communiqué and shall be equipped with a variable speed drive.
(2) As of 1/1/2017, the efficiency of motors with a nominal output power between 0.75 kW and 375 kW shall not be lower than the IE3 efficiency level defined in Article 1 of Annex I of this Communiqué or shall not be lower than the IE3 efficiency level defined in Article 1 of Annex I of this Communiqué.
